Packouz’s friend, Efraim Diveroli, a 19-year-old employee at his father’s arms business in Miami, offered David a position as an arms dealer.

Ephraim rose quickly through the corporate ranks, becoming president just one year after joining AEY.

Packouz, 23, and DiViroli, 19, got into the arms-dealing business themselves, and by 2006 they were helping the government secure millions of dollars in defense contracts.

The two men delivered millions of dollars worth of weapons, ammunition, clothing and firefighting equipment to U.S. government agencies.

At the end of 2006, AEY and the entrepreneurial couple proudly announced that they had signed 149 contracts worth approximately $10.5 million.

China’s embargo

Although the contract was legally awarded, sourcing the necessary supplies proved a bit more difficult and required some creativity.

This could be a scene from a Ridley Scott war movie, where they concealed the source of the ammunition despite knowing it was illegal.

It is unclear to what extent Packouz was involved in the controversial purchases, but the operation involved repackaging Chinese ammunition to conceal its origin.

The two are accused of repackaging Chinese-made ammunition and passing it off as Hungarian ammunition after discovering it in Eastern Europe.

To complete the deal, a small village and its inhabitants are paid to repack the goods until an accident causes a huge explosion that kills them.

Worse still, Packouz and his boss failed to honor various contracts, and their reputations suffered as a result.

CIA involvement

They were also accused of providing weapons and equipment of extremely poor quality, which commanders said affected their mission.

He was killed after his European business partner, Kosta Trebicka, recorded a phone conversation with Di Viroli in which he mentioned his CIA connections.

The suspicious death, combined with alleged arms embargo violations involving Chinese ammunition, made AEY the subject of a U.S. investigation.

In June 2006, David Packouz and two other AEY colleagues were indicted on fraud and conspiracy charges, with the media dubbing them “junkie arms dealers.”

AEY was immediately placed on the US blacklist for violations of the Arms Export Control Act and contract fraud.

Multimillionaire Fraudster

Yet, despite the investigation and allegations of substandard work, AEY won another multimillion-dollar contract with the Department of Defense to supply ammunition to Afghanistan.

In early 2007, AEY won a $300 million contract from the U.S. government to supply ammunition and munitions to the Afghan army—clearly, something was amiss.

In January 2011, both Pakuzi and Diviroli were indicted on fraud charges and pleaded guilty to conspiracy to defraud the United States.

Diviroli was sentenced to four years in prison for his role in the scheme, while Pakuz was sentenced to seven months of house arrest.

Hollywood movie

With such a great storyline, Guy Lawson wrote a book about AEY Inc., War Dogs, and soon after, Hollywood came knocking.

The film adaptation was released in 2016 and stars an all-star cast including Bradley Cooper, Jonah Hill, Miles Teller and Ana de Armas.

David made a cameo appearance in the film as a guitarist and singer based on his own experience in arms trafficking, but later left the arms industry.
